Jaguar to showcase luxury hybrids at RAC event ...

Jaguar Land Rover is hoping for a good result at the RAC Future Car Challenge after entering three of its Jaguar XJ_e PHEV luxury cars.

The event takes place on Saturday, November 3 and will finish at the Regent Street Motor Show in front of an anticipated 250,000 people.

Pete Richings, director, Jaguar Land Rover Hybrids & Electrification, said: "JLR believes that the RAC Future Car Challenge provides a great opportunity to showcase our low carbon technologies, testing them under real-world conditions with 'normal' drivers and assessing their real-world performance alongside other technologies."

JLR has entered the three models which, instead of the five-litre V8 of the standard XJ, utilise a specially developed two-litre turbocharged engine coupled with a 69kW electric motor and a 12.3kWh lithium-ion battery. The Jaguar XJ_e can purr along in all-electric mode for about 25 miles at low speeds. Performance estimates for the Jaguar XJ_e are fuel economy of 73.5 miles per gallon, a top speed of 150mph and 60mph from zero in 6.5 seconds. Tailpipe emissions are 75g/km ? a 70% decrease compared to the standard Jaguar XJ.

"JLR is committed to reducing our carbon footprint. With respect to tailpipe emissions our commitment is to reduce these by 25%. In order to achieve this, Jaguar Land Rover is addressing three areas: parasitic losses (eg improved aerodynamics, rolling resistance, energy usage reduction), vehicle weight (e.g. lightweight materials, advanced structures) and propulsion (eg engine and combustion efficiency, hybridisation and electrification). Hybrids and electrification technologies are key elements and Jaguar Land Rover is developing innovative solutions in this area,? Richings added.

The interest in the RAC Future Car Challenge 2012 reflects changes to the event which provide even more opportunities for manufacturers to get involved with the Challenge and the Regent Street Motor Show. Tom Purves, chairman of the Royal Automobile Club, said: "Sales of alternatively fuelled new cars are much higher than at this time last year and more and more manufacturers wish to showcase their vehicles to the public by entering the RAC Future Car Challenge. Major car makers around the globe have said they will participate in the 2012 Challenge and are currently finalising which models they will enter."

The event, which is owned by the Royal Automobile Club, and sponsored by RAC Motoring Services, was first introduced in 2010 to showcase low energy use vehicles. It features competitors driving electric, hybrid, hydrogen and low-emission conventional petrol and diesel cars on a 63-mile route from Brighton to London. Now recognised as the world's leading low-energy driving challenge, the event is unique in being free to the public to spectate and a real-world test of current and future vehicle technology.

In response to the increasing level of interest in the event, there has been an increase in the number of awards categories. There is now a very wide range of categories for Production Vehicles and Prototype Vehicles. The awards for Production Vehicles and for Prototype Vehicles include Most Energy Efficient vehicles by size and type (saloon, sports car, light commercial vehicle etc.) and best electric, extended range, hybrid, hydrogen and internal combustion engine vehicles.

In another significant innovation for this year's running of the event, a revised 63-mile route has been selected with the finish line moved to Regent Street? where the Regent Street Motor Show will be held. This free motor show provides all-day displays of future technology and even the chance to drive an electric car in Mayfair. The show is a unique platform for manufacturers to display and demonstrate their new and future 'green' vehicles and developments to the public.

Electric car charging experts British Gas return this year as the official energy and electric vehicle charging partner, helping those taking part in the Future Car Challenge to charge their cars easily, quickly and safely.

The RAC Future Car Challenge is one of three flagship events owned by the Royal Automobile Club taking place on the weekend of November 3 and 4, 2012. The other two are the London to Brighton Veteran Car Run, the world's longest running motoring event, and the Regent Street Motor Show. Together they make for the largest free-to-spectate annual motoring spectacular in the UK.

Misery in La. as Isaac flooding leaves power out

NEW ORLEANS (AP) ? Isaac sloshed north into the central U.S. on Friday after flooding stretches of Louisiana and Mississippi and knocking out power, leaving entire water-logged neighborhoods without lights, air conditioning or clean water.

It will be a few days before the soupy brown water recedes and people forced out of flooded neighborhoods can return home.

And the damage may not be done. Officials were pumping water from a reservoir to ease the pressure behind an Isaac-stressed dam in Mississippi on the Louisiana border. In Arkansas, power lines were downed and trees knocked over as Isaac moved into the state.

The earthen dam on Lake Tangipahoa could unleash a 17-foot flood crest downstream in Louisiana if it were to give way, which prompted evacuations in small towns and rural areas Thursday. Officials released extra water through the dam and were considering punching a hole in it to lower the rain-swollen reservoir.

Republican presidential nominee Mitt Romney was headed to Louisiana to tour the damage. Romney scheduled a last-minute visit Friday to Lafitte, La., with Gov. Bobby Jindal. Lafitte was the site of rescue efforts when Isaac's tidal surge pushed in through the night Wednesday and into Thursday.

Shortly after Romney said he would visit Louisiana, White House spokesman Jay Carney announced that President Barack Obama would visit the state Monday to examine water and wind damage from Isaac.

In the Republican stronghold of Jefferson Parish, Romney could expect a friendly reception. One Republican, Mike Townsend, 47, said he was curious what Romney will say about Isaac and approaches to protecting the area.

"I like his business sense," Townsend said.

New Orleans, spared any major damage, lifted its curfew and returned to its usual liveliness, although it was dampened by heavy humidity.

"I have a battery-operated fan. This is the only thing keeping me going," said Rhyn Pate, a food services worker who sat under the eaves of a porch with other renters, making the best of the circumstances. "And a fly swatter to keep the bugs off me ? and the most important thing, insect repellent."

The heat was getting to Marguerite Boudreaux, 85, in Gretna, a suburb of New Orleans.

"I have a daughter who is an invalid and then my husband is 90 years old, so he's slowing down a lot," she said, red in the face as she stood in the doorway of her house, damp and musky from the lack of air conditioning.

Drivers patrolled streets looking for gas and faced long waits at stations that had power Friday. Some stations were out of gas, but at others clerks said they had gas but no power to pump it.

At the Magnolia Discount Gas Station in New Orleans' Carrollton neighborhood, employee Gadeaon Fentessa said up to 50 drivers an hour were pulling in, hopeful they could pump. He had the gas, but no power.

Isaac dumped as much as 16 inches of rain in some areas, and about 500 people had to be rescued by boat or high-water vehicles.

The remainder of the storm was still a powerful system packing rain and the threat of flash flooding as it headed across Arkansas into Missouri and then up the Ohio River valley over the weekend, the National Weather Service said.

At least five deaths were reported in Louisiana and Mississippi.

The latest two victims, a man and a woman, were discovered late Thursday in a home in the hard-hit town of Braithwaite, south of New Orleans. Authorities said deputies went to search for the couple after someone reported they had apparently not escaped the flooding.

An unidentified man died in a restaurant blaze in Gretna that firefighters could not control because of Isaac's strong winds Wednesday. Another man died falling from a tree during the storm and a tow truck driver in Mississippi was killed when a tree crushed the cab of his truck.

On Grand Isle, a barrier island on the Gulf, the town pumped away water. Sections of the only road to town had washed out.

On a street turned river in Reserve, on the east bank of the Mississippi River, two young men ferried their neighbors to the highway in a johnboat, using boards as paddles.

Lucien Chopin, 29, was last to leave his house, waiting until his wife and three kids, ages 7, 5 and 1 were safely away.

He was finally joining them late Thursday, hoping they would find a shelter.

His van was underwater and water flowed waist-high in the house he'd rented for eight months.

"It's like, everything is down the drain. I lost everything. I've gotta start all over."

Chopin was upset that pumps meant to keep the area dry either failed or were shut off.

"We knew it was coming, but they didn't tell us we had to evacuate. We had no idea it was gonna be like this," he said, a refrain echoed by many.

Cisco Gonzales, a heating and air conditioning business owner, said he got his boat and truck and headed for higher ground when he heard the water was rising quickly, from 0 to 6 feet of water in five minutes.

"I've never seen so much water in my life," said Gonzales, who built a home in Braithwaite, southeast of the city, after his previous home was damaged by Katrina in 2005.

He rode out the storm at a ferry landing and when the weather calmed, he went out and rescued about a dozen people.

"I got back to my house to assess the situation, and it's a mess," he said. "That's all I can say."

Isaac hit on the seventh anniversary of Katrina, a hurricane that devastated New Orleans.

The two storms had little in common. Katrina came ashore as a Category 3 storm, while Isaac was a Category 1 at its peak. Katrina barreled into the state and quickly moved through. Isaac lingered across the landscape at less than 10 mph and wobbled constantly. Because of its sluggishness, Isaac dumped copious amounts of rain. Many people said more water inundated their homes during this storm than during Katrina.

Both storms, however, caused the Mississippi River to flow backward. And both prompted criticism of government officials.

In the case of Isaac, officials' calls for evacuations so long after the storm made landfall caused some consternation.

Jefferson Parish Council President Chris Roberts said forecasters at the National Hurricane Center in Miami needed a new way of measuring the danger that goes beyond wind speed.

"The risk that a public official has is, people say, 'Aw, it's a Category 1 storm, and you guys are out there calling for mandatory evacuations,'" Roberts said.

Eric Blake, a specialist at the hurricane center, said that although Isaac's cone shifted west as it zigzagged toward the Gulf Coast, forecasters accurately predicted its path, intensity and rainfall. He did say the storm came ashore somewhat slower than anticipated.

Blake cautioned against using Katrina as a benchmark for flooding during other storms.

"Every hurricane is different," Blake said. "If you're trying to use the last hurricane to gauge your storm surge risk, it's very dangerous."

Crews intentionally breached a levee that was strained by Isaac's floodwaters in southeast Louisiana's Plaquemines Parish, which is outside the federal levee system. Aerial images showed the water gushing out.

In Louisiana alone, the storm cut power to 901,000 homes and businesses, or about 47 percent of the state. That was down to 39 percent, or about 821,000, by Thursday evening, the Public Service Commission said.

Entergy Corp., Louisiana's largest power company, said Isaac knocked out power to nearly 770,000 of its customers in Louisiana, Mississippi and Arkansas. Only three storms have left more customers without power: Hurricanes Katrina (1.1 million), Gustav (964,000) and Rita (800,000), the company said in a news release.

More than 15,000 utility workers began restoring power to customers in Louisiana and Mississippi, but officials said it would be at least two days before power was fully restored.

In Mississippi, several coastal communities struggled with all the extra water, including Pascagoula, where a large portion of the city flooded and water blocked downtown intersections.

High water also prevented more than 800 people from returning to their homes in Bay St. Louis, a small town that lost most of its business district to Katrina's storm surge.

Allen Barrilleaux, 28, spent Friday morning draining water from the engine of his flooded truck not far from a river in Mississippi's Hancock County.

He was going to ride out the storm with his wife, a friend, and 5-week-old son in their house, which is on stilts, but called for help Wednesday when the water crept close to the house and large pine trees from a nearby mill swirled in the water. They were evacuated by boat.

"He slept the whole damn way," Barrilleaux said of his infant son, Mason.

Water never got into the home and it never lost power.

"We could have rode it out easy but it's better safe than sorry," he said.

Watching for ant beds as he walked around his green Chevy, Barrilleaux said hurricanes are part of life here, but disasters can hit anywhere, whether it's tornadoes in the Midwest or a volcano in Hawaii.

"Life's cruel," Barrilleaux said, gripping a wrench with a greasy hand. Then he smiled.

"We're like that big old ant hill and a guy with a lawnmower just keeps mowing us down."

It wasn't a part of Samsung's IFA 2012 press conference, but Samsung is showing off Google TV hardware for the first time since CES 2011 (pictured above), and will release a Smart TV with Google TV later this year. According to its press release and a blog post by the Google TV team, it will "enhance the Smart TV experience" with premium content from its Samsung Apps services. How exactly it will be merged we should see soon, but now that ARM chips are powering a cheaper, more conventionally built experience we figure whatever hung up the deal has been squashed. We should get an eye on it if it's anywhere on the show floor soon, as well as the Google TV box from Hisense, and Sony's NSZ-GS7 which already launched in the US and UK, but is coming to Germany, France and the Netherlands soon.

Mitt Romney makes his case: "Need jobs, lots of jobs"

TAMPA, Fla. ? Mitt Romney launched his fall campaign for the White House Thursday night with a rousing, remarkably personal speech to the Republican National convention and a prime-time TV audience, proclaiming that America needs "jobs, lots of jobs" and promising to create 12 million of them in perilous economic times.

"Now is the time to restore the promise of America," Romney declared to a nation struggling with 8.3 percent unemployment and the slowest economic recovery in decades.

Often viewed as a distant politician, he made a press-the-flesh entrance into the hall, walking slowly down one of the convention aisles and shaking hands with dozens of delegates. The hall erupted in cheers when he reached the stage and

waved to his shouting, chanting supporters before beginning to speak.

"I accept your nomination for president," he said, to a roar of approval. Then he pivoted into personal details of family life, recounting his youth as a Mormon, the son of parents devoted to one another, then a married man with five rambunctious sons.

He choked up at least twice, including when he recalled how he and wife Ann would awake to find "a pile of kids asleep in our room."

He was unstinting in his criticism of President Barack Obama, his Democratic quarry in a close and uncertain race for the White House, and drew cheers when he vowed to repeal Obama's signature health care law.

"This president can tell us it was someone else's fault. This president can tell us that the next four years he'll get it right. But this president cannot tell us that you are better off today than when he took office," Romney declared.

Clint Eastwood, legendary Hollywood tough guy, put the case for ousting Obama plainly moments before Romney made his entrance. "When somebody does not do the job, you've got to let 'em go," he said to the cheers of thousands in the packed convention hall.

Ryan, then their wives, and finally a stage full of their children and grandchildren. Confetti and thousands of red, white and blue balloons floated down from the rafters. They joined popular gospel singer BeBe Winans on "America the Beautiful."

Beyond the heartfelt personal testimonials and political hoopla, the evening marked one of a very few opportunities any presidential challenger is granted to appeal to millions of voters in a single night.

The two-month campaign to come includes other big moments ? principally a series of one-on-one debates with Democrat Obama ? in a race for the White House that has been close for months. In excess of $500 million has been spent on campaign television commercials so far, almost all of it in the battleground states of Florida, North Carolina, Virginia, New Hampshire, Ohio, Iowa, Colorado and Nevada.

Romney holds a fundraising advantage over Obama, and his high command hopes to expand the electoral map soon if post-convention polls in Pennsylvania, Michigan, Wisconsin and perhaps elsewhere indicate it's worth the investment.

Romney was often almost gentle in his criticism of Obama.

"I wish President Obama had succeeded because I want America to succeed," he said. "But his promises gave way to disappointment and division."

votes for his Republican challenger.

"Now is the moment when we can stand up and say, 'I'm an American. I make my destiny. And we deserve better! My children deserve better! My family deserves better! My country deserves better!"

Romney's remarks came on a night when other speakers filled out a week-long portrait of the GOP nominee as a man of family and faith, savior of the 2002 Winter Olympics, savvy and successful in business, yet careful with a buck. A portion of the convention stage was rebuilt overnight so he would appear surrounded by delegates rather than speaking from a distance, an attempt to soften his image as a sometimes-stiff and distant candidate.

"He shoveled snow and raked leaves for the elderly. He took down tables and swept floors at church dinners," said Grant Bennett, describing Romney's volunteer work as an unpaid lay clergy leader in the Mormon church.

Following him to the podium, Ted and Pat Oparowski tenderly recalled how Romney befriended their 14-year-old son David as he was dying of cancer. "We will be ever grateful to Mitt for his love and concern," she said simply.

Shouts of "USA, USA" echoed in the convention hall as several Olympic medal winners came on stage, a reminder of Romney stepping in to help rescue the faltering 2002 Olympic Games in Salt Lake City.

In an evening that blended the political and the personal, delegates saw a video in which his sons poked fun at him. "I can't explain love," Romney said.

As for Obama, Romney said, "Many Americans have given up on this president, but they haven't ever thought about giving up. Not on themselves, Not on each other. And not on America."

The economy is issue No. 1 in the race for the White House, and Romney presented his credentials as the man better equipped than the president to help create jobs. Speaker after speaker testified to the help their received from Bain Capital, the private equity firm that he created ? and that Democrats argue often took over companies, loaded them down with debt and then walked away with huge fees as bankruptcy approached.

"When I told him about Staples, he really got excited at the idea of saving a few cents on paper clips," businessman Tom Stemberg said of the office supply store chain he founded with backing from Bain.

There was no shortage of Obama-bashing, though.

Former House Speaker Newt Gingrich, sharing the stage with his wife, Callista, said Obama was a president in the Jimmy Carter mold. Both "took our nation down a path that in four years weakened America's confidence in itself and our hope for a better future," he said.

Romney' offered no new information on what has so far been a short-on-details pledge to reduce federal deficits and create 12 million jobs in a country where unemployment stands at 8.3 percent.

Romney would have to nearly double the current, anemic pace of job growth to achieve 12 million jobs over four years. That's conceivable in a healthy economy. Moody's Analytics, a financial research operation, expects nearly that many jobs to return in four years no matter who occupies the White House, absent further economic setbacks.

Romney's steps for achieving the employment growth include deficit cuts that he has not spelled out and a march toward energy independence that past presidents have promised but never delivered.

He has called for extension of tax cuts due to expire at all income levels at the end of the year, and an additional 20 percent across the board cut in rates. But he has yet to sketch which tax breaks he will eliminate or cut to prevent deficits from rising.

Nor has he been forthcoming about where to make the trillions in spending cuts needed to redeem his pledge of major deficit reduction, or about his promise to rein in Medicare or other government benefit programs before they go broke.

Ryan, the chairman of the House Budget Committee, has called for remaking Medicare into a program in which the government would send seniors checks to be used to purchase health care insurance.

Under the current approach, beneficiaries pay premiums to the government, which then pays a part of all of their medical bills, and Democrats say the GOP alternative would expose seniors to ever-rising out-of-pocket costs.

Obama's surrogates missed no opportunity to criticize Romney, the convention proceedings or Ryan's own acceptance speech.

"He lied about Medicare. He lied about the Recovery Act," Obama's campaign manager, Jim Messina, emailed Democratic donors in a plea for cash.

"He lied about the deficit and debt. He even dishonestly attacked Barack Obama for the closing of a GM plant in his hometown of Janesville, Wisconsin ? a plant that closed in December 2008 under George W. Bush."

The evening sealed a triumph more than five years in the making for Romney. He ran unsuccessfully for the nomination in 2008 after a single term as a moderate Republican governor of a liberal Democratic state.

This year, as then, he was assailed as a convert to conservatism, and a questionable one at that, as Gingrich, former Pennsylvania Sen. Rick Santorum and other rivals battled him for the nomination. With a superior organization and an outside group that spent millions criticizing his foes, Romney eventually emerged as the nominee in early spring.

The bulldozer driver has said he didn't see 23-year-old Rachel?Corrie, a pro-Palestinian activist who was trying to block the vehicle's path during a demonstration in the Gaza Strip against the military's demolition of Palestinian homes.

The military deemed her March 2003 death an accident, but Corrie's parents said the driver acted recklessly and filed a civil lawsuit two years later.

Explaining the district court's ruling, Judge Oded Gershon said Corrie "put herself in a dangerous situation" and called her death "the result of an accident she brought upon herself." He said the military conducted a proper investigation and rejected the Corrie family's request for a symbolic $1 in damages and legal expenses.

Corrie's family, who flew in from the U.S. for the verdict, lamented the court's ruling.

"We are of course, deeply saddened and deeply troubled by what we heard today," said her mother, Cindy Corrie of Olympia, Washington. "I believe this was a bad day. Not only for our family but for human rights, the rule of law, and also for the country of Israel."

The family said it was strongly considering an appeal to the Israeli Supreme Court, but wanted to read the full verdict before making a final decision.

Corrie's sister, Sarah, held up a picture of her sister lying lifeless in bulldozer tracks. The family's lawyer, Hussein Abu Hussein pointed at it: "How did the bulldozer not see her?" he asked. To say that the driver did not see her "is lies to the living and also lies to the dead."

Following the verdict, the Israeli state prosecutor's office called Corrie's death a "tragic accident" but noted the court exonerated the military of "any blame for negligence." It said it had presented three investigations that found the driver could not have seen Corrie, and noted that the driver acted in a "a military action in the course of war."

"The work was done while exercising maximum caution and prudence and without the ability to foresee harming anyone," it said.

The home demolitions were part of an unsuccessful campaign to halt thousands of attacks on soldiers and Jewish settlers in southern Gaza, along the border with Egypt, in the preceding 3 ? years. On the day Rachel?Corrie died, she and other activists had entered a closed military zone to protest the demolition policy.

According to the U.N. agency handling Palestinian refugees, the military had left more than 17,000 Gazans homeless in the four years after a Palestinian uprising against Israel erupted in September 2000. The demolitions drew international condemnation at the time.

In her death, Corrie became the embodiment of what Palestinian activists say is Israel's harsh repression of nonviolent protest to occupation. Israel says by entering conflict zones to try to interfere with military activities, activists recklessly choose to risk their lives.

Her parents have relentlessly pursued her case since going to court in 2005 after a military investigation cleared the driver.

They say they have spent $200,000 to fly in witnesses, attend 15 hearings and translate more than 2,000 pages of court transcripts.

At the news conference, Cindy Corrie read a passage from one of her daughter's letters, biting her lip as her husband, grim-faced, held a microphone for her.

"Life is very difficult. Human beings can be kind, brave and strong, even in the most difficult of circumstances," Rachel?Corrie wrote. "Thank you for existing, for showing how good people can be, despite great hardship."

The Corrie case was the first civil lawsuit of a foreigner harmed by Israel's military to conclude in a full civilian trial. Others have resulted in out-of-court settlements.

Sylvester Stallone's "The Expendables 2" snagged the No. 1 box-office spot for the second-straight weekend with $13.5 million. Released by Lionsgate, the film raised its domestic total to $52.3 million after two weekends.

Holdover movies easily led the weekend box office again, as "The Bourne Legacy" landed in second place with $9.3 million, followed by "ParaNorman" with $8.5 million.

Hollywood may have run out of summer hits, but an anti-Obama documentary is helping to fill the gap.

The weekend's new wide releases were overshadowed by "2016: Obama's America," which expanded from limited to nationwide release and took in $6.2 million to finish at No. 8.

The documentary is a conservative critique of what the country would look like four years from now if President Barack Obama is re-elected.

Released by Rocky Mountain Pictures, "Obama's America" nearly matched the $6.3 million debut of the No. 7 movie, Joseph Gordon-Levitt's action tale "Premium Rush," a Sony release that played in more than twice as many theaters as the Obama documentary.

The weekend's other new wide releases opened weakly. Dax Shepard and Kristen Bell's road-chase comedy "Hit & Run," released by Open Road Films, debuted at No. 10 with $4.7 million, and the Warner Bros. fright flick "The Apparition" opened at No. 12 with $3 million.

The weak openings are typical of late August, a dumping ground for movies without much audience appeal as the summer blockbuster season winds down and young viewers switch to back-to-school mode.

But with less competition from Hollywood releases, it also opens the door for surprise successes such as "Obama's America."

"Obama's America" is based on the book "The Roots of Obama's Rage," written by Dinesh D'Souza, who co-directed the movie with John Sullivan.

The documentary now has climbed to a $9.1 million domestic total, with prospects for strong business as the Republican National Convention unfolds over the next few days. (U.S report)

Foreign Policy: Who Has Romney's Ear?

To hear some advisers tell it, the Romney campaign is really Romney Inc., a smoothly-run organization that efficiently funnels the views of a vast array of foreign-policy advisers through a few key coordinators who brief the candidate. This is a positive contrast to the last time Mitt Romney ran in 2008. ?The last time, it was me, the governor, and five other people sitting around a table. We didn?t do that well,? says Mitchell Reiss, the former head of policy planning at the State Department who is one of a wide selection of advisers Romney brought on from the Bush administration. "Now it?s a $500 million operation ... and there so many more people who have expertise.?

But other advisers inside the campaign say this expertise is still not being well employed, which may be one reason Romney appeared so amateurish during his recent gaffe-strewn tour through Britain, Israel, and Poland. According to one Romney adviser who would discuss the internal dynamics of the campaign only on condition of anonymity, there is an ?experience gap? between the inner circle of people who talk to Romney directly and the many on the outside who have to funnel their views through that inner circle, especially through the young and untested foreign-policy coordinator, Alex Wong.

?A lot of people with experience in government are not in the inner circle,? says this adviser. Some of the former government officials who are nominally on Romney?s foreign-policy advisory teams say they haven?t briefed the candidate personally since 2011. Other advisers speak out or write op-eds on their own,?leading to the perception that there are publicly-aired disputes inside the campaign when in truth few of these advisers are actually in contact with Romney.

The lingering sense that Romney?s foreign-policy views remain somewhat inchoate could affect not only voters? calculations but also possibly those of the Israelis, who are believed to be contemplating whether to attack Iran?s nuclear facilities before the election. While Romney took a hard line in supporting Israel?s right to defend itself on his trip?and he is closer to Prime Minister Benjamin Netanyahu, who is said to favor a strike, than Obama is--he went out of his way to avoid endorsing an Israeli strike.

The disarray feeds Israeli worries about waiting. ?There is a belief that whether Obama or Romney wins, everything is more complicated? for the Israelis if they wait, says David Makovsky of the Washington Institute for Near East Peace. ?If Romney wins, he needs to get inaugurated, name staff, get them confirmed, and do policy reviews. That could take them till next fall,? which may well be beyond the Israeli window for action against Iran?s mountain nuclear site at Fordow, which is under construction.

Meanwhile, however, the Israelis?who are engaged in their own intense debate about whether to strike?hear a cacophony of voices in the Romney camp. ?We?ve got a very big tent. You?ve got a lot of different voices,? concedes another Romney adviser. ?The debate isn?t ?Gee, can we live with an Iranian nuclear weapon,? it?s how you structure a response.? Even so, with Romney playing to his conservative base, ?there hasn?t been a big conversation of how much would he put back into a diplomatic effort? with Iran, the first adviser says.

The Romney foreign-policy inner circle starts with Wong, who bears the expansive title of ?director of foreign, defense, and judicial policy? and who conducts the weekly conference call with advisers. Wong is a 2007 Harvard Law School graduate and a former associate at the law firm of Covington & Burling, but his credentials as a foreign-policy expert are thin at best, amounting to a summer internship at the U.S. mission to the U.N. in 2005. The circle also appears to include Dan Senor, the former spokesman for the Coalition Provisional Authority in Iraq who co-wrote a 2009 book on Israel?s entrepreneurial culture, Start-Up Nation, which was cited by Romney during much- criticized remarks he made at a Jewish fundraiser in July appearing to denigrate Palestinians. Senor, who like Romney is a sometime Wall Street financier with a Harvard Business School degree, accompanied Romney on the Mideast leg of his trip last month.

Reiss is also considered by some to be close to Romney, along with former ambassador Rich Williamson, although by Reiss?s own testimony he himself doesn?t talk to Romney much. He says Wong is the ?gatekeeper,? and the process works well. The internal complaints, Reiss adds, are just ?sour grapes. People aren?t getting face time. They?re not getting stroked the way they might want to get stroked, but the reality is it?s a much bigger operation. There?s no requirement for us to do this in person.?

Reiss adds that ?there are a number of us who have been with him for a while, that have ability to talk to directly when we feel? it?s necessary.... I think all of us refrain? from doing that unless there?s an emergency.? Wong, he adds, ?gives a very accurate and honest reflection of what it is we? re saying,? which often goes to Lanhee Chen, the head of policy, and then to Romney.

The Romney campaign is trying hard to stay on unified message. When National Journal contacted one Romney foreign policy adviser, Ashley Tellis, a former senior adviser to the State Department on India, he declined an interview, saying, ?I?m not supposed to discuss this with anyone. I?m under strict instructions not to.? Another adviser, Princeton scholar Aaron Friedberg, who was former Vice President Dick Cheney?s deputy for national security, simply passed along an e-mail to Andrea Saul, the Romney campaign?s spokesperson.

Saul did not respond to a separate e-mail requesting comment.

NASA gets set for yearlong stays in orbit

NASA will shortly announce plans to double the mission duration of some astronaut expeditions to the International Space Station, NBC News has learned. Beginning as early as 2015, some of the astronauts and cosmonauts sent into orbit will remain there not the usual six months, but for a full year.

In Houston last week, NASA spokesman Kelly Humphries acknowledged that the project was under study but said it was still only a proposal. "All we can say is that we are exploring possibilities," he said in an Aug. 21 email. "There have been no formal decisions made, and it is premature to speculate what the outcome might be."

But sources familiar with NASA's plans say the preparations for such a mission are much more advanced than this description suggests. Specific mission dates and crew candidates are already being assessed. The sources discussed the plans on condition of anonymity because they were not yet due to be announced publicly.

Speculation about the specifics as well as the general mission overview is entirely justified, due to its potential significance to the future of human space activity. There were no longer any spare tickets for visitors, even though there are now four Soyuz launches per year instead of the previous two per year.

Having some station residents "stay over" their normal rotation to Earth will again open a spare seat, perhaps two. The Russians are said to be enthusiastic about the idea, with tickets going at a price upwards of $35 million each.

Vitaly Lopota ? the president of Russia's Energia rocket company, which is in charge of building the Soyuz craft for Russia's Roskosmos space agency ? confirmed on Monday that there have been requests for space passenger seats. "If there is a team, we'll start work, but besides a team, funds are needed," Russia's Interfax-AVN news service quoted Lopota as saying. "We need the resources before the end of the year."

Lopota said the short-term tourist trips would be easier to organize if the 12-month mission plan was put into effect.

On the American side, the plan could have election-year significance. It could help the White House underscore the seriousness of its commitment to American leadership in human spaceflight beyond low Earth orbit, where the space station operates.

So far, NASA's strategy for exploration beyond Earth orbit has been mostly just talk and long-range planning for bigger rockets. Battles over booster designs and budgets, and even an unresolved issue as basic as selecting an actual destination in space for future astronauts, have contributed to the impression that little or nothing is happening.

That may change. Although NASA turned down the idea of staging 12-month orbital missions eight years ago , the enthusiasm over the recent success of NASA's Curiosity lander on Mars has now created a public atmosphere supportive of such bold projects, sources within NASA have told NBC News.

Base motives for idealistic missions
Justifying this major advance in human space exploration through appeals to cash flows and election-year politicking may seem a bit tawdry, but it?s really more the rule than the exception in history.

After all, the greatest exploratory expeditions of human history have often been motivated at least in part by the quest for wealth and power. Whether it was the Columbus voyages, or the ?Corps of Discovery? of Lewis and Clark, or Project Apollo, the primary motivating factor that led to getting the funds was "What?s in it for me?"

But whatever the base desire for short-term benefits ? many of which never actually materialized ? such activities have delivered profound and widespread gains in acquired knowledge and cultural inspiration. Usually, the results more than justified any short-term financing deals.

So it should come as no surprise ? and should be no cause for shame ? that as Russia and the United States together gather their energies to launch forth on long space endurance runs, the motives foremost in their governments? minds are all too mundane.

So what? These flights, first to 12 months and then conceivably to 18 or even 24 months or longer over the next decade, are the first practical steps on the ladder of capabilities rising toward human interplanetary flight. Together with life-support hardware already in advanced testing on the space station, such a program is critical for finally getting out of low Earth orbit.

Long-term precedents
Yearlong spaceflights have been made before, with no indication of significant medical issues. One Russian crew in 1987 spent 366 days in space, and in 1994-1995, Valery Polyakov spent a total of 14 months aboard Mir. But these were record-seeking one-offs with no follow-up.

What's more, space medicine specialists around the world have long questioned the quality of the Russian medical data from those flights. Cosmonauts later admitted faking a lot of the test results, for sport on boring missions. In the 1980s, even the Soviet space medicine establishment relied on heavily instrumented Skylab medical baselines, even though their own missions had flown twice as long, then even longer.

Even the current standard "duty tour" of six months in space is an operational accident with no rational medical basis. NASA doctors preferred about 4 months as the optimal mission duration, when station astronauts were transported on shuttle flights. Cosmonauts agreed. They reported growing fatigue in the final month or two of their half-year space sojourns.

A six-month tour is purely a result of the design lifetime of the Russian Soyuz ferry craft, with the limit flexible enough to push up to seven months in a pinch. After that, chemical decomposition of propellants in the landing capsule could potentially reach levels rendering the fuel unusable for guiding the craft's re-entry.

In addition, NASA doctors have developed another arbitrary stick-in-the-spokes for serious long-term missions. An arbitrary upper limit on cancer threat from radiation exposure essentially limits American astronauts to no more than about a year total spaceflight time.

An American astronaut who was yanked off a space station flight due to "excessive" radiation exposure from a ground medical procedure bitterly told NBC News: "It?s a sham standard." He explained: "It doesn?t reduce the cumulative health impact, since cancer threat is linear with duration. It only redistributes it."

The astronaut expressed the opinion that crew candidates be given the option of accepting or declining the hazard, balanced against their own individual medical histories and career plans. And to make these longer flights, his advice will need to be taken by NASA doctors, although it would be too late to be of any help to himself.

Commuting the Earth-space route
The actual scheduling of a 12-month mission onto the existing traffic pattern to and from Earth orbit is surprising complex. The pattern of the current crew transport to the space station is well-established, and there is little likelihood of any significant modification to it before the beginning of commercial crew transport in 2016 or so.

Four Soyuz spacecraft are launched every year, each carrying three crew members. The commander is always a Russian cosmonaut, and one crew member is always an American astronaut. The choice for the third crew member alternates between a Russian cosmonaut and an "international partner" such as a Japanese, Canadian or European astronaut.

With six people aboard the space station, crew rotation occurs when the three members of a returning crew get into their own Soyuz and head back to Earth. This leaves only three crew members on the station for several weeks. The staffing returns to six when a new crew is launched.

That full staffing reflects a careful plan worked out by the international partnership to allocate three seats to Russia and three to the "U.S. segment." NASA allocates one of those three seats to the astronaut from Japan, Canada or Europe.

What this means is that Russia has a second Soyuz seat ? the one they are allowed to "sell" ? only every other Soyuz launch. And when they do, the third seat is occupied by an American astronaut.

To send one Russian and one American on a 12-month mission requires careful planning. The crucial choice is dictated by the fact that the six-months-along mission, the one that would normally be used for the rotation of the original crew, must have had two Russian seats on it. One would be for the pilot, and one would be available for Russia to sell to a paying customer. That means that the third seat would, by rights, be occupied by an American astronaut.

This ?stayover? mission cannot wait for the previous six-month Soyuz to land ? since two of the previous Soyuz's crew members intend to remain in orbit. So the Soyuz must launch while the earlier two Soyuzes are both still docked to the station.

There are four docking ports for Russian spacecraft, so mechanically this isn?t too difficult. It was already done once, in 2009, for the first crew rotation after the station permanent crew size went from three to six. But there are tricky issues with three docked Soyuzes, including safe emergency evacuation procedures for all three spacecraft. These issues need to be thoroughly worked out.

Who gets the short straw?
An even trickier issue has to do with the fact that the Russian pilot of the "stayover" Soyuz will be replacing the Russian pilot of the Soyuz-before-last, so that the pilot on the station can return after six months. But the two crew members who accompanied that pilot into space six months earlier will be staying aboard, headed for their full-year tour. So, two of the crew members of the "stayover Soyuz" will switch over and accompany the departing pilot on the earthbound Soyuz.

Now here?s the tricky part. One of those two short-term fliers, in what normally would be the "Russian seat," can be the cash customer. But the other would have to be an American astronaut. That astronaut would be forced to return to Earth after only a short mission, perhaps spending less than two weeks in orbit.

Why should NASA have to pay full launch price ? around $65 million ? for a mission that will last only a tenth as long as the standard duty tour?

If the Russians let NASA out of its contracted plan to use the seat and offer it to a commercial space passenger, the revenue from that seat would be around $35 million ? half of the rate that NASA would be charged. That would represent a financial loss for Russia that could be as nearly great as the entire profit from the first ticket sale.

It would end up being a wash. It would mean selling one seat to NASA for $65 million, or two seats to two commercial space travelers for around $35 million each. From the Russian point of vew, the American side must pay full price for its truncated space stay, or Russia makes virtually no money at all for the entire deal.

There is a variety of alternative seating schemes, as well as the possibility of staggering the Russian and American long-termers on successive launches. NBC News has learned that the "staggering" option is being seriously considered. It will be interesting to observe how both sides dance around these practical matters in designing the actual mission.

Whatever the arrangements turn out to be, the rationalizations and compromises will soon be forgotten as part of the nitty-gritty, real-world wheeling and dealing to extract maximum national benefits from the opportunity. What won?t be forgotten is the result: the first major sustained advance in human spaceflight endurance in two decades, an advance that will finally dispel enough dragons and "unknown unknowns" to open the door to deep-space journeys.

Best of all, the opening will have been achieved methodically and prudently, without reliance on the gung-ho adventurism and deliriously wishful thinking of "Mars mission" crusaders of the past. The odds of avoiding disaster are so much better this way.

Treatment with an agent that blocks the oxidation of an important component of the mitochondrial membrane prevented the secondary damage of severe traumatic brain injury and preserved function that would otherwise have been impaired, according to a research team from the University of Pittsburgh School of Medicine, Graduate School of Public Health and Department of Chemistry in a report published online today in Nature Neuroscience.

Annually, an estimated 1.7 million Americans sustain a traumatic brain injury (TBI) due to traffic accidents, falls, assaults and sports participation, said the study's senior author H?lya Bay?r, M.D., associate professor, Department of Critical Care Medicine, University of Pittsburgh School of Medicine. She added that 52,000 of those injured die, and 85,000 are left with significant disability.

"We don't yet have a specific therapy for TBI, but can provide only supportive care to try to ease symptoms," Dr. Bay?r said. "Our study drug shows promise as a neuroprotective agent that might help address this important public health problem."

For the study, the research team conducted a global assessment of all the phospholipids in rat brain cells. This revealed that damage from TBI was nonrandom and mostly involved cardiolipin, a phospholipid that is found in the membranes that form mitochondria, the cell's powerhouse. They noted that in the healthy animal, only 10 of the 190 cardiolipin species were modified by oxygen, but after a brain injury, the number of oxidized species rose many-fold.

The researchers then developed an agent, called XJB-5-131, which can cross the blood-brain barrier and prevent the oxidation of cardiolipin. Using an established research model of severe TBI, the agent or a placebo was injected into the bloodstream of rats five minutes and again 24 hours after head injury.

In the weeks that followed, treated animals performed akin to normal on tests of balance, agility and motor coordination, learning, and object recognition, while placebo-treated animals showed significant impairment. The results indicate that blocking cardiolipin oxidation by XJB-5-131 protected the brain from cell death.

"The primary head injury might not be that serious," Dr. Bay?r noted. "But that initial injury can set into motion secondary cellular and molecular events that cause more damage to the brain and that ultimately determine the outcome for the patient."

She added that a targeted oxidation-blocker might also be beneficial in the treatment of other neurological disorders, such as Parkinson's disease, amyotrophic lateral sclerosis, or ALS, and stroke.
